The SAR Gov't should pass a legislation to require a time limit on land development once it is acquired. Land banks of property developers will have to build and complete the construction according to the time limit otherwise they would be penalized. As such, the supply of housing can be forecasted and prices thereof will not be fluctuated as wild as before.
