Mr. Wong, a few things I can't agree with you.

Previously, most lands were sold through public auction. If China Overseas and CRC think it is a good business, they are free to join the market. It's only their business decisions for not participating in HK. Maybe it just because HK is not corrupted enough that they can't get any cheap piece of lands through whatever means.
Regarding the retail businesses...yes, lots of Japanese department stores closed their businesses here. Isn't it just because they were not competitive enough and HK people slowly lost their appetite for them?? For those doing well i.e. Jusco & Apita & Sogo, they are still in HK and keep opening new branches.. And, though, we lost some Jpanese Dept. Stores, we got all the international brand names coming into HK to open flagship stores. So, where is 地產霸權?? Why not drives them out and leaves only PNShop and Watsons (in your theory)??
2. "香港政局在不成熟的代議政制下效率甚低,公務員工作態度更不用說,上樑不正下樑歪,貪加馬虎加無士氣等收工就是今日情況". I agree that the govn't efficiency nowadays is in a low side. But I can't agree with you that it is because of the immature of the 代議政制. It is purely because of legacy of the British Gov't left to us - "pseudo-democracy" with our immature voters voting out a bunch of rubbish to be our legco councillors who are the great hindrance for the govn't ruling.
Again, I can't agree with your labelling of our civil servants as group of 貪加馬虎加無士氣等收工. Over the years, from my experience, our civil servants are improving and productive and responsible. Can you tell me which countries' civil servants are have better quality than ours?? Your claims are really unfair to them.
3. "找議員入其公司做非執行董事,關照一些退休高官去其公司等等不在話下". I find you a bit ignorant about this part. It is not a fresh thing and happened all the time during British ruling. Go back and check it, you will find a lots of councillors who were at the same time being the consultant or directors of a lot of companies. Nowadays, actually they have tightened the regulation to avoid this happen. Though it is still not able to stop all this happen.
4. "梁會否以行政手段做些震倉行為,讓中資投資者有機會接貨呢?" Regarding this point, I don't know. But HK is a free market, everyone with money, they can come in and participate in the market. And, we all know that for luxurious property segment, Chinese investors market share is really in a high side. If Mr. Leung really pushed down the market, guess those Chinese investors will also get hurt. Guess Mr. Leung's friends should not like our 80s or 90s waiting for him to push down the market. They should be rich buddies, right??
